He studied a Bachelor of Business Administration at the Universidad Iberoamericana and obtained a Master's degree in Business Administration from Harvard University. From 1976 to 1991 he worked at Telefonos de México, where he held various positions, including Director of Administration and Finance, during the privatization process of said company. In 1994 he was appointed Undersecretary of Communications and Technological Development of the Ministry of Communications and Transportation. In 1996 he was appointed President of the Federal Telecommunications Commission.

Since 1999 he has been General Director of the University Corporation for the Development of Internet, A.C. (CUDI), which administers the National Education and Research Network of Mexico. He was President of the Board of Directors of the Latin American Cooperation of Academic Networks (RED CLARA) from 2008 to 2009 and from 2015 to 2019. From 2011 to 2013 he was President of the Advisory Council of the Federal Telecommunications Commission.

He is President of the Board of Directors of the Consortium for Internet Traffic Exchange, A.C. that operates the first IXP of the Mexican Republic. He was a professor in the Master of Administration of the Autonomous Technological Institute of Mexico for more than 15 years.
