The USA is on the verge of making major infrastructure investments towards providing high bandwidth internet to all. We will discuss the next obvious step: Federating compute, storage, and data resources across all 3,900 accredited, degree granting higher education institutions. We discuss current technical prototypes towards that goal, and how they address some of the technical and policy challenges implied by this rather ambitious goal. We will focus on concept and structure, and provide references to read up on the technical implementations.
