Lead Specialist in telecommunications for the Management of Institutions for Development and is Coordinator of the Broadband Platform of the Inter-American Development Bank. Additionally, he is a member of the IEEE executive committee on connectivity and the Internet for all program of the World Economic Forum. Antonio has extensive experience in the telecommunications sector where he has developed his professional activity in different positions of responsibility. At Deloitte Spain he led the Regulation practice for Latin America and the Caribbean, previously he was Chief Economist of the Cabinet of Economic Studies of Regulation at Telefónica de España, and was Deputy Director of the Directorate of Economic Analysis and Markets at the Regulator in Spain (CMT ).

During his professional career he was advising Regulators, Telecommunications Operators and Governments in countries such as Saudi Arabia, China, Ecuador, Argentina, Dominican Republic, Paraguay, Poland, Czech Republic among others. Antonio is part of different technical committees of experts, among which are the World Economic Forum under the Internet for All initiative, and the Broadband Commission of the United Nations.

He has a doctorate in Economics from the Carlos III University of Madrid and a professor of finance applied to Telecommunications at the Instituto de Empresa, and of economic regulation at American University and Johns Hopkins University. He is the author of various publications on economic-regulatory aspects applied to the telecommunications sector.
