Arturo Robles Rovalo has been a Commissioner at the Federal Telecommunications Institute since April 2017. He is a Telecommunications Engineer from the National Autonomous University of Mexico (UNAM). He completed the Joint Doctorate in Telecommunications at the Polytechnic University of Madrid and has a research proficiency in Signal Theory and Communications from the same university. He has completed diplomas in Telecommunications Management in Spain and in Digital Market Regulation in Belgium.

He has worked for European operators in the areas of strategic development and technological evolution, as well as for global consulting firms specialized in technological, economic and political-regulatory analysis of multinational telecommunications and information technology projects. Additionally, he has served as Strategic Director at Détente Group for the deployment, evaluation, policy design and international coordination of satellite systems for national security. In 2015, he joined the Federal Telecommunications Institute, where he held the position of Deputy Director General for Prospective Research.
