Lead Specialist in telecommunications for the Management of Institutions for Development and is Coordinator of the Broadband Platform of the Inter-American Development Bank. Additionally, he is a member of the IEEE executive committee on connectivity and the Internet for all program of the World Economic Forum. Antonio has extensive experience in the telecommunications sector where he has developed his professional activity in different positions of responsibility. At Deloitte Spain he led the Regulation practice for Latin America and the Caribbean, previously he was Chief Economist of the Cabinet of Economic Studies of Regulation at Telefónica de España, and was Deputy Director of the Directorate of Economic Analysis and Markets at the Regulator in Spain (CMT ).

During his professional career he was advising Regulators, Telecommunications Operators and Governments in countries such as Saudi Arabia, China, Ecuador, Argentina, Dominican Republic, Paraguay, Poland, Czech Republic among others. Antonio is part of different technical committees of experts, among which are the World Economic Forum under the Internet for All initiative, and the Broadband Commission of the United Nations.

He has a doctorate in Economics from the Carlos III University of Madrid and a professor of finance applied to Telecommunications at the Instituto de Empresa, and of economic regulation at American University and Johns Hopkins University. He is the author of various publications on economic-regulatory aspects applied to the telecommunications sector.

Arturo Robles Rovalo has been a Commissioner at the Federal Telecommunications Institute since April 2017. He is a Telecommunications Engineer from the National Autonomous University of Mexico (UNAM). He completed the Joint Doctorate in Telecommunications at the Polytechnic University of Madrid and has a research proficiency in Signal Theory and Communications from the same university. He has completed diplomas in Telecommunications Management in Spain and in Digital Market Regulation in Belgium.

He has worked for European operators in the areas of strategic development and technological evolution, as well as for global consulting firms specialized in technological, economic and political-regulatory analysis of multinational telecommunications and information technology projects. Additionally, he has served as Strategic Director at Détente Group for the deployment, evaluation, policy design and international coordination of satellite systems for national security. In 2015, he joined the Federal Telecommunications Institute, where he held the position of Deputy Director General for Prospective Research.

Ms. Natalija Gelvanovska-Garcia has joined the Bank in 2012 as Senior ICT Policy Specialist and a secondee from the Communications Regulatory Authority of the Republic of Lithuania (RRT). As part of World Bank’s Global Digital Development Practice, she is the Task Manager for several lending and technical assistance programs in the Europe and Central Asia region and globally.

Ms. Gelvanovska-Garcia started her carrier near 20 years ago at Telia Lietuva (part of Telia Company Group). Prior to joining the Bank, Ms. Gelvanovska-Garcia was a Deputy Director for Electronic Communications at RRT and the Chair of the Working Group on Technical Regulatory Issues at CEPT grouping over 20 European countries. She has published numerous articles, chapters and books on policy and regulatory aspects of broadband network development.

Ms. Gelvanovska-Garcia studied Physics and holds a Master of Science from Vilnius University in Lithuania. She speaks Lithuanian, Polish, Russian, and English.

Dr. Gustav Kalbe studied Applied Physics at the Université Catholique de Louvain, Belgium. In 1991 he studied Applied Optics at the Imperial College of Science in London. In 1995 he completed his studies and earned a PhD in Physics, Molecular Spectroscopy, at the Université Catholique de Louvain, Belgium.

He started his professional career as a project manager in photonic networks at the incumbent telecom operator in Belgium. He was R&D manager when he left the company.

In 1998 he joined the Directorate General Information Society & Media of the European Commission where he started working as Project Officer managing research projects of the European Framework Programs for Research. Over the years he had several assignments in quantum technologies, photonics, and cybersecurity.

In 2014 Gustav Kalbe became HoU for Administration & Finance in the European Commission, in Directorate General Communications Networks, Content and Technology.

In 2016 he was appointed HoU of the newly created High Performance Computing and Quantum Technology unit in DG Communications Networks, Content and Technology.

In 2018 he became responsible for the establishment and operation of the European High Performance Computing Joint Undertaking. He occupied the post of Interim Executive Director of the JU until its autonomy by the end of 2020.

He’s also Deputy to the Director of DG Connect C “Digital Excellence and Science Infrastructure” since 1st January 2021.

Salma Jalife

She was undersecretary of Communications and Technological Development of the Ministry of Communications and Transportation (SCT) since 2018 to 2020, Salma Jalife Villalón has a deep knowledge of the Mexican telecommunications sector.

In 1990, she designed and implemented for the National Autonomous University of Mexico (UNAM) one of the largest private telecommunications networks in Latin America. Two years later he joined the SCT where he participates in the installation of the Private Network for the Mexican government and as head of the General Coordination of International Affairs becomes the main negotiator of regulatory matters for the Secretariat.

Prior to her appointment at the SCT, she worked as Coordinator of International Affairs at the University Corporation for Internet Development, A.C. (CUDI) and in the National Research and Education Network of Mexico (NREM).

Jalife is a member of the Academy of Engineering (AI), the Mexican Academy of Information Technology (AMIAC) and the Mexican Network of Supercomputing (REDMEXSU), and has a Master's degree in Sciences with a specialty in Telecommunications from the University of Colorado at Boulder.
